Payroll lock

The step that freezes a payroll period so its figures can no longer be edited, only corrected by a separate run.

Locking marks the moment the month stops changing. After it, the inputs, the roster and the calculation are fixed, so the register that was reviewed is the one that is paid.

If something is found afterwards, the lock is not undone casually. The difference is handled in a correction run, and the original month stays as a record of what was decided at the time.
